The Asian Infrastructure Investment Bank (AIIB), a multilateral development bank, is a MDB whose mission it is to finance the Infrastructure for Tomorrow – infrastructure that is sustainable. AIIB is dedicated to supporting sustainable infrastructure and other productive sector to promote economic development and improve the lives people. It considers the management ES risks and impacts central to the success a Project.
The Bank’s environmental and social policy (ESP) sets forth mandatory ES requirements applicable to all Projects financed by the Bank, and the three associated environmental and social standards set out detailed mandatory requirements to be implemented by the client, depending on the nature of the Project.
The Vice Presidency Strategy, Policy and Budget (SPB), which is responsible in part for policy development, assurance and advisory support to Project teams during Project preparation and execution, and the Vice Presidencies of Investment Operations (IO), which is supported by its Operational Services Department, (OSD), and a team ES experts, is responsible for preparing and implementing Projects according to the ESP requirements.
Responsibilities:
The Principal Environmental and Social Development Specialist / Head of the Environmental and Social Team (Head of E&S Team), will primarily be responsible for managing an interdisciplinary team of environmental and social development specialists who will support the realisation of AIIB’s commitment to sustainable development consistent with its Environmental and Social Framework (ESF).
A major function of the Head of the E&S Team would be to oversee effective implementation of AIIB’s environmental and social responsibilities during project preparation and implementation to ensure compliance with AIIB’s ESP, which includes the Environmental and Social Standards (ESSs) and Environmental and Social Exclusion List. Other important functions include coordinating projects with the relevant units and preparing institutional reporting. The Director General, OSD is directly responsible for the Head of E&S Team.
The Head of the E&S Team would provide strategic leadership to the ES Team and oversee tasks related to the application of the ESP. This includes relying on the ESP Directive, Administrative Guidance, and Investment Projects. This includes:
- Managing a team that includes social and environmental development specialists. Assisting project teams with the preparation and execution of investment projects.
- Managing relationships on environmental and social management issues with AIIB’s Investment Operations departments; Strategy, Policy and Budget Department; the Compliance, Effectiveness and Integrity Unit; and other departments, as warranted.
- Managing the development and execution of training on ESP and associated ESP Directive and Administrative Guidelines for AIIB clients and staff.
- Serving as the focal point of the AIIB for coordination activities and liaison with other MDBs or bilateral development organisations.
- Serving as the AIIB lead focal point on relations with external stakeholders, including civil society organisations and nongovernmental organizations, concerning environmental and social issues in AIIB’s investment operations.
- Coordinating and supporting, as permitted by the DG OSD the work in Operational Policies, Directives and Administration Guidance related social and environmental issues, to ensure consistency, coherence, and support.
- Supporting the formulation and implementation of the environmental and social aspects of AIIB’s sector strategies, policies, programmes and projects.
- Assisting clients and Project teams in assessing climate change-related risks, impacts and supporting them in managing those risks during the preparation and implementation of Projects.
- Clients and Project teams will be guided on how to monitor the ES aspects of a Project. They will also be able to address any issues that might arise during Project implementation, such as changes in scope or design.
- Assist the DG OSD in managing and reporting on other fiduciary aspects. This is under the responsibility and supervision of the Vice Presidencies Investment Operations.
Requirements:
- Advanced degree (Masters/Doctoral) in environmental or social science, planning or law, finance or business or another related discipline.
- A minimum of 15 years of relevant international experience in environment and social planning, and risk management either working for, or as a government counterpart or consultant to, a multilateral/regional development bank, bilateral development organizations, or a private sector organization engaged in the development and implementation of infrastructure projects and their financing. Candidates with at least 15 years of experience are preferred.
- A track record of success in managing and planning environmental and social aspects for infrastructure programmes and projects (including feasibility studies, project-level environmental and socio assessments, strategic and project level environmental and Social Assessments and related types of studies to resettlement and Indigenous Peoples and other types of studies for resettlement, Indigenous Peoples, environmental management plans and frameworks consultation and disclosure processes, grievance redress mechanisms, and environmental and social management plans and frames, as well as the energy, water, and information and communication technologies (ICT), and urban development and transportation (ICT)
- Strong leadership and interpersonal skills. Proven track record as a manager or leader of inter-disciplinary teams. Experience in working with clients from public and private sectors, development partners, external stakeholders, and nongovernmental organizations.
- You must be able to think critically and be familiar with business processes.
- High levels of integrity and accountability.
- Willingness to travel often and extensively.
- Excellent English writing and verbal communication skills.
- It would be a benefit to have knowledge of the language(s) in which AIIB invests.
- Demonstrable interpersonal skills and the ability to manage and work with multi-disciplinary groups.
