Route 13 development gets environmental OK – Cortland Standard

Tuesday’s unanimous decision by the Cortlandville planning committee was that the first phase, six-building, 26 acre housing and commercial complex located on Route 13 in South Cortland, will not have any significant adverse environmental effects.

Regan Development of Ardsley in Westchester County suggested the complex, which is located next to JM Murray corporate office, last year.

The first phase of the project would be a 22,570-square-foot four-story building with 72 apartments and 6,200 sq feet of retail space. It would also include 6,000 square feet for child-care.

The project will now be subject to a meeting of the town Zoning Board of Appeals, where a variance for the area will be considered.

Then, it would be returned the County Planning that sent it back.

Larry Regan, president and CEO of Regan Development, stated that he hopes it can be sent quickly to the zoning boards of appeals because he must show progress to state Housing and Community Renewal. This agency provides affordable housing for the state.

HCR’s funding is dependent on HCR being able to obtain the March 21 zoning variance. This is the lifeblood of the project. This could mean that we waste almost a full year on this project. To show project readiness, we must show at least the required zoning variance.

Regan stated that the apartments will be targeted at young professionals, young couples, and senior citizens who may be looking to downsize.

It will not be targeted at college students.

He suggested that tenants could have a median income of between $30,000 to $60,000.

Regan said that the facility will provide child care for both nearby parents and those who live in it.

Regan engineer James Easton responded to a question by saying that no pesticides or herbicides will be used during this project. Easton explained that it is part the HCR process.
