An act to amend Section 21000, Public Resources Code, relating environmental quality.

AB 2878, as introduced by Aguiar-Curry.
California Environmental Quality Act.
California Environmental Quality Act (CEQA), requires that a lead agency prepare or cause to be prepared an environmental impact report for any project it plans to approve or carry out that could have a significant impact on the environment. If it determines that the project will not have such an effect, it can adopt a negative declaration. CEQA also requires that a lead agency prepare a mitigation declaration for a project that could have an adverse effect on the environmental if it finds that revisions to the project would eliminate or mitigate that effect.
CEQA issues various declarations and legislative findings regarding the maintenance and improvement of the quality environment for the people and governments of this state and other states.
The Legislature intended that state agencies regulate activities in a way that prevents environmental damage.
This bill would make substantive changes to these findings and declarations and to the statement o in intent.

The State of California’s people have adopted the following:
SECTION 1.
Section 21000 is amended to read as follows:
21000.
The Legislature declares and finds the following:
(a) Maintaining a quality environment for the people in this state is a matter that should be taken seriously.
(b)It is important to create a high-quality environment which is both healthy and enjoyable to the senses. man. people.
(c) Understanding the relationship between the maintenance and enhancement of high-quality ecological ecosystems is essential.
