By Aaron Humes:Waterloo Investments Holdings Limited stated that it will fully utilize all its rights, including the appeal process under the Environmental Laws of Belize and judicial review, and treaty rights under the Bilateral Investments Treaty with Belize and the United Kingdom. This was in response to the recommendation of the National Environmental Appraisal Committee to the Department of the Environment to deny environmental clearance of Waterloos’ proposed cruise port terminal expansion and bulk cargo facility.
It considers the NEAC decision to be clearly tainted by illegality and irrationality and rejects claims that it submitted the Environmental Compliance Plan (ECP), even after being asked for technical and scientific information.
The Board of Waterloo agrees that NEAC’s denial of environmental clearance, and the DOE’s rubberstamping of it, are fundamentally flawed. This comes against the backdrop of proven requests for bribes coming from certain NEAC member organizations and a discredited DOE whose Chief Ecological Officer was recently forced out of office for questionable decisions relating to another cruise port facility he had overseen.
Waterloo is also threatening to seek full disclosure in these legal processes of all submissions by competing cruise port project developers, Portico Enterprises Ltd (Port Coral), and Portico Enterprises Ltd (“Port of Magical Belize”) to the DOE and NEAC regarding their applications for environmental clearance. This will ensure that Waterloo is given fair and equitable treatment within the context of its own application for environmental clearance.
The statement ends by quoting CEO Stewart Howard: “Despite this disappointing setback Waterloo remains fully dedicated to this project. Waterloo has already invested more than US$5 million in the development of its bulk cargo and cruise facility in Belize. It will continue to use all resources necessary to make sure that the US$200 million project, which was encouraged by the Government of Belize, comes to fruition. Waterloo will not be stopped by corrupt people who want to obstruct or stop the progress of its project.
