Thursday’s release of the House Progressive Caucus’s Manifesto was made by the House Progressive Caucus 2022 Executive Action AgendaThis document outlines eight policies that Democrats have not been able pass in Congress. They want Biden to unilaterally enact them through executive orders.

“This is Democrats’ moment to deliver on the agenda that more than 81 million people voted for,” the agenda states. “Let’s be guided by racial, gender and economic justice — not corporations’ bottom lines.”

The eight policy areas are: lowering health care costs, canceling federal student loan debt, expanding worker power and raising wages, advancing immigrants’ rights, delivering on the promise of equal justice under law, combating the climate crisis and reducing fossil fuel dependence, investing in care economy jobs and standards and regulating for economic and tax fairness. 

Progressives say they haven’t given up on priorities from Build Back Better, which died in the 50-50 split Senate when moderate Sen. Joe Manchin, D-W.Va., said he couldn’t justify spending roughly $2 trillion more on social spending programs. They claim that executive action is the best option to deliver relief for Americans if there are no permanent legislative fixes.

Biden could reduce prescription drug costs for 38,000,000 people, ease student debt burden for more than 43,000,000 borrowers, and give millions of workers a raise, according to the Progressive Caucus. This group includes members of the Squad.

Rep. Pramila Jayapal (D-Wash.), the leader of the 98 member caucus, said that they have had many conversations with White House staff over the past months about developing the list and hope for a formal conversation soon with Biden. 

She stressed that the list is “focused” in that it does not include every great idea from the progressive movement. It’s more a detailed roadmap of what Biden could do immediately, she stated.

Jayapal said Thursday that this was not a message exercise. “These are steps we believe the President should take now.

Executive actions include declaring an emergency in the National Climate, invoking the Defense Production Act for increased production of renewable energy, ending federal fossil fuel subsidies domestically and internationally, and reinstating the crude-oil export ban. Title 42 expulsions for migrants at border with Mexico (Remain in Mexico) and Title 42 expulsions. Federal prisoners who have been sentenced to the pandemic home confinement program are eligible for clemency.

A range of Democrats have been pushing for the cancellation of student debt through executive actions. One example is Senate Majority Leader Chuck Schumer (D-N.Y.), who co-authored a resolution calling on Biden last year to take executive steps to cancel up to $50,000 in student loan borrowers’ federal student loans debt.
