2.Project Background
The overall plan of the Yangtze River Delta integrated green development demonstration zone was approved by State Council on October 25, 2019. This plan was submitted by the national development & Reform Commission and printed and published November 19, 2019. The Jiashan area is one of key parts of the demonstration zone. Xitang, Yaozhuang and Jiashan are the first areas to be established in Jiashan. The demonstration area’s first start-up area for land spatial planning is the area that leads in high-quality, integrated development. The outline for the Yangtze River Delta regional integrated development plan was published by the CPC Central Committee, the State Council, in December 2019. This plan aims to: Protect and restore ecological space, make it a priority, promote coordination of environmental governance, consolidate ecological background of green construction, and build a green and beautiful Yangtze River Delta. The notice was issued by Jiaxing Municipal People’s government on April 30, 2020 regarding the printing and distribution of Jiaxing’s ecological civilization construction plan (Revised, 2019-2025). The construction of ecological civilization in Jiashan County is now at a new stage thanks to the preparation and implementation.
To set a new standard for environmental protection and technology leadership within the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone it is necessary for Jiashan County to undergo technological upgrading and transformation to make the ecological energy power generation project more ecologically sensitive.
3.Project Location
The core area for Jiangnan culture contains the Yangtze River Delta Demonstration Area. Jiangnan culture, which is located in the core area of Jiangnan culture, is the third cultural highland in Chinese culture after preQin culture and Central Plains cultures. It is known for its freedom, simplicity, elegance, and subtlety. Three distinct cultural and historical belts have been created along the historical waterway, relying on the old towns and villages: the Jiangnan Canal and Taihu Lake-Huangpu River.
The demonstration area covers Qingpu District in Shanghai, Wujiang District in Suzhou City, Jiangsu Province and Jiashan County, Jiaxing City, Zhejiang Province. It covers an area of approximately 2,413 km2 (about 350 km2 of water area). The Jiashan area is the first to be established for Weiming’s environmental protection project.
Jiashan County has an administrative area of approximately 506.97 km2. Within 105.60 square km, the urban development boundary of central urban areas is controlled.
The Yangtze River delta Ecological Green Integration Demonstration Area Jiashan Area’s action plan (13820), states that “1” represents a beautiful gold floor in the entire area. The other heart is the core area at Xiangfudang. It has a total area of 18.02 km2. The Weiming Environmental Protection Project can be found on the northeastern side of the core area in Xiangfudang.
Weiming Environmental Protection can be found in the northeast corner Wuzitang Cultural Green Corridor’s Xiangfudang section. It is the focal point of Xiangfudang because there are no large-scale buildings nearby. This is symbolic of Hudang District’s style. effect.

4. Scope of Design
1) Scope of Building Renovation
Weiming Environmental Protection Factory is spread over 62,044 hectares and covers an area of 30,454.26 hectares. All structures within the factory area are included in this scope. These areas include but are not limited to: office building; living building; dormitory building; main factory building; chimney; storage tank area; integrated water pump room with cooling tower; industrial fire pool; cooling tower expansion; leachate Treatment Water chemical station, expansion and maintenance of leachate treatment stations; temporary storage workshop for flyash solidification; water intake pump room; water tank; doorman; factory fence.
2)Landscape Renovation
The scope of the landscape renovation and enhancement includes all the landscape content in the factory area. This area has a total green area 18,615 square metres. Completely transform and improve the landscape content within the factory area.
5.Design Objective
Improve the architectural landscape quality of Weiming Environmental Protection Plant. Adopt international advanced technology and transformation concepts. Fully reflect the enterprise spirit.
6. Design Principles
1)Epoch Principles
The choice of building materials has increased with the advancements in science and technology. Architectural creation has become more complex and richer. Building facade renovation should be based upon the times. New materials, new technologies and new processes are used to create works with innovative designs.
2)Territorial Principles
Renovating building facades should take full advantage of local natural and cultural resources.
3)Landing Principles
Respecting building technology and building codes, the design of building façade renovation should organically incorporate all aspects according to the current situation. There are many technologies and methods that can be used to ensure that landscape and building facade renovations are feasible and economically feasible.
7. Solicitation Method
Design institutions with relevant design experience worldwide are invited to apply to the project and submit pre-qualification documents. Through pre-qualification,7shortlisted applicants are selected to participate in the solicitation activity, and submit the design schemes for application. The winner will be chosen after an evaluation.

9. Application Requirements
1.The applicant must be a legally registered legal entity, or a project consortium made up of legally registered entities (no more that 2 members).
2.The main designer and project leader have extensive experience in landmark architectural design. The project leader (only one person) or the main designer (more can be set) will take responsibility for the design and participate in the entire process of project site survey and medium-term communication.
10.Bonus Settings
The first place shall have priority in signing the deepening designing contract according to the determined depthening content. If the first unit stops signing the deepening designs, it will be awarded a bonus amounting to 800000 yuan (including taxes). If the second four units fail to award the deepening contracts, each unit will be awarded a bonus amounting to 400000 yuan. Finally, if the third and fourth units fail to award the deepening contracts, each unit will be given a bonus amounting design contract, plus tax Each unit’s deepening intention shall be determined by the owner according to the ranking of the competition.
