On February 25, 2022, Communications Manager Jeff Hamilton (City Manager’s Office) presented to a hybrid in-person/virtual class participating in the Environmental Leadership Program sponsored by the Institute for Sustainability, Energy, and Environment at the University of Illinois. This program was created to encourage and educate students about the importance of being involved in the development public policy. Mr. Hamilton’s presentation to the class was titled “Policy Development and the Council-Manager Form of Government.” During the presentation, he explained the roles and responsibilities of the City Council and the City Council in the Council-Manager form, how public policy questions are brought forward for Council discussion, and the City of Champaign’s council meeting formats.
