The Air Quality Program (AQP) is looking to fill the GHG Emissions and Verification Specialist, Fuel Supplier Specialist (Environmental specialist 5) position. This position will be located in the Headquarters Building. Lacey, WA.
The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington and to protect our State’s environment for current and future generations. In 2021, Washington’s Legislature passed the landmark Climate Commitment Act (CCA) – a sweeping piece of legislation that directs Ecology to develop and implement the state’s first cap-and-invest program and commits our state to reducing greenhouse gas emissions by 95% by 2050.
Washington’s program is only the second such economy-wide program in the nation, and Ecology has been directed by the Legislature to have it up-and-running by January 1, 2023. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas emissions and the global fight against climate change. Air Quality’s CCA Implementation Group is already hard at work and looking to hire a diverse range of mission-driven professionals to help us bring this important legislation to life.
In this position, you will be part of the unit within the CCA Implementation Group – the GHG Reporting and Verification Unit – that receives, reviews, and evaluates GHG emission reports and provides the foundation for the success of the whole cap-and-invest program. This position will be responsible for ensuring the accuracy of fuel suppliers’ reports, and will serve as the agency expert on this aspect of the cap-and-invest program. Transport fuels are one the major sources of GHG emissions for the State. As a result, ensuring that the fuel suppliers’ reports are timely, complete, and accurate, and that they understand and fully participate in the allowance market, is essential to the success of the cap-and-invest program.

Duties
What you will do
- To ensure quality, accuracy, compliance with guidelines, tracking, organizing, monitoring, and reporting on emissions from fuel suppliers.
- Verifying the accuracy of fuel supplier emissions reports by reviewing corporate statements/documents, bills of lading to trace the fuel pathways from refinery to consumer, and other methods.
- Provide technical assistance and training to fuel suppliers in relation to their reporting obligations, participation and other issues.
- To develop and implement outreach tools that identify fuel suppliers that are not yet part of the program.
- Working with Ecology and other experts to design, implement, improve, and maintain tracking tools and systems.
- Assist in the development of forms and procedures that are relevant to fuel suppliers and activities.
- Developing expertise on fuel suppliers within other jurisdictions, best practices, developments in this field.
- Supporting members of the GHG Reporting and Verification Unit with compliance activities and procedures and possible enforcement actions

Qualifications
Qualifications required:

Option 1
Ten (10) years of education and/ or experience:
- Education: Major studies in environmental, physical or one of the related fields.
- Experience: In environmental analysis or control, in environmental planning, and other related fields.
Option 2
A Bachelors degree in environmental, physical, planning, or one other closely related field that involves major study.
- Six (6) years of experience in environmental analysis or control, environmental planning, or a related field, which may include experience as listed in Option 1 above.
Option 3
- A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely allied field.
- Four (4) years of experience in environmental analysis or control, environmental planning, or a related field, which may include experience as listed in Option 1 above.
Option 4
- A PhD that involves major research in environmental, physical, one of the natural sciences, or environmental planning or another closely related field.
- Three (3) years of experience in environmental analysis or control, environmental planning, or a related field, which may include experience as listed in Option 1 above.
Option 5
One year experience as an Environmental Specialist 4 in the Department of Ecology.
