CONTEXT

MSF’s raison d’êtreThe core activity is humanitarian and medical work, especially in crisis and conflict situations. The MSF Charter states that the organization provides assistance to people in distress, victims of natural or human-made disasters, and victims of armed conflict victims – without discrimination, regardless of race, religion, creed, or political affiliation.

The OCB is the operational unit of nine MSF sections (Belgium. Brazil. Denmark. Hong-Kong. Italy. Luxembourg. Norway. South Africa. Sweden. The OCB manages 94 projects in 34 different countries by 2022. MSF Belgium in Brussels hosts the headquarters for the OCB, but other sections or field offices can also use the space.

Médecins Sans Frontières recognizes the medical and humanitarian consequences of climate change and environmental degradation, and our contribution towards it. As the climate crisis worsens, so does the need for our collective engagement as an organization. All parts of the movement have expressed their determination to work together on environmental issues. All of the movements have recognized the need to mobilize and act, whether it is through association motions or statements from the executives. In 2019, the OCB general assembly recognized a need to accelerate our analysis and response in a coordinated fashion; adapt our medical and operational logistics & supply strategies; allocate the relevant resource & expertise and strengthen interdisciplinary Synergies; engage stronger our internal and external positioning, and build partnership. Our OCB strategic directions 2020-2023 outline our need for adaptation to environmental change. Different departments and units (e.g. Environmental health, supply, or HR) are prepared to shift to more comprehensive approaches to climate changes as reflected in their strategic plans. The 2020 endorsed climate, environment and health action plan (CEH), identifies field-oriented measures to reduce the environmental-related impacts.

These initiatives have set the stage for us as we galvanize our energies and ambitions towards addressing issues of implementation towards effective solutions, and transformation.

OCB is seeking a Climate Environment Health Programme manager to integrate environmental concerns within OCB, and to develop/construct transversal actions/roadmaps. This position will be closely integrated with all departments, including MSF Supply. It will report directly to the OCB General Directorate.

RESPONSIBILITIES

· LeadConstruction of an OCB Environmental Dynamic and Roadmap

· BuildA 2019 baseline carbon footprint and a pathway to a reduction of 50% by 2030 CoordinateIt is sometimes implemented in MSF OCB ManagementSpecific projects can be found here

· Recommendations the Operations department in adding the climate-environment ‘lens’ to our view of operations and together with the Analysis Department When and how to documentEncourage advocacy on the humanitarian impact of climate-related shocks or emergencies

· Sensitize MSF OCB staff on Climate-Environment-Health issues and OCB’s response/impact. In collaboration with Learning & Development, Internal Communications

· Support the MSF OCB Directors Committee and Board in their decision-making around Climate-Environment-Health issues.

· Facilitate and develop the community of practice of MSF OCB field staff working on projects at the intersection of Climate-Environment-Health, capturing, curating and sharing information and knowledge.

· Support the activities of the MSF OCB ‘Climate-Environment-Health Circle’ and take part in the MSF Belgium ‘Green Team’.

· Get in touch with the OCB group to build and strengthen collaboration and the MSF ‘Climate Smart Team’ (which supports the MSF movement)

· Engage in a network of people from outside.With civil society, external partners / organisations / consultants / stakeholdersBringing in ideas from outside MSF

· Be available to represent MSF OCB on Climate-Environment-Health issues, both internally and externally

REQUIREMENTS

Education & Experience

· Master’s degree in a relevant field (for example environmental engineering) or 5 years of experience in related field of Climate-Environment-Health replaces university degree

· Experience working in the field for MSF or a humanitarian organisation (in any position) A strong assetA deep understanding of our operational reality is essential to effecting change.

· Experience leading an organization through decarbonization is an asset. Experience leading organizations through major transitions is an asset even if you don’t have it.

Professional competences

· Extensive knowledge and understanding of the climate change stakes for the humanitarian sector

· Capacity to develop and implement a strategic vision and roadmap in support to diverse departments

· Project cycle (design, implementation, communication, monitoring, supervision, reporting …)

· Pedagogy, training, social communication

· Strong team player with interpersonal skills able to interact with all levels within MSF and externally

· Community needs assessment, capable of managing discussion groups and conducting workshops

· Organisation and anticipation in change management

· Able to work autonomously

Languages

· English and French are mandatory

· Arabic, Spanish & Portuguese at any level is an asset

CONDITIONS

· Expected starting date: mid-March 2022

· Contract type: CDD 2 years renewable

· Location: Based in Brussels or in another MSF entity. The final outcome is dependent on local legal limitations (residency permit, work permit, etc.).

· Compensation package will also vary accordingly, defined by local status.
