Since the COVID-19 epidemic, schools, teachers, as well as students, have had to adapt their teaching methods and classroom practices to accommodate new learning and teaching methods. To ensure continuity in learning and the development competences for democratic culture, teachers had to be creative with lesson plans. This led to the compilation of lesson plan examples, which were later made into the new publication. A guidebook for schools: Democratic culture in the digital world. Each lesson plan focuses on one or more competences related to democratic culture (CDC).

The Handbook is divided in four sections that follow the CDC butterfly pattern. Values, attitudes and skills. Knowledge and critical understanding.. It contains 56 examples, all created by the school staff who took part in the action Quality education for everyone in Serbia. Each example includes the name of the activity (either extracurricular or teaching), a list of the competencies it refers to, and the steps required for implementation.

The Handbook is available online in English as well as Serbian.

The Horizontal Facility for Western Balkans and Turkey 2019-2022 is the joint European Union/Council of Europe program Quality education for All.
