SouthAfrica’s Environment Minister Requests Appeal for Air-Quality Ruling

In an affidavit filed to the court, Barbara Creecy the Environmental Affairs Minister challenged the court’s interpretations of a section from the Air Quality Control Act. Creecy argued that she has a responsibility, not discretion, to establish rules to implement and enforce antipollution regulations. Judge Colleen Collis ruled that Creecy had unreasonably delayed the passing of the regulations.
