Climate Change and Environment Advisor

The U.S. Agency for International Development (USAID)’s TB Innovations and Health Systems Strengthening (TBIHSS) project, managed by Family Health International (FHI) 360, is currently seeking qualified candidates for the position of Climate Change and Environment Advisor to support TBIHSS in planning and executing organization of a three-part webinar series with overarching theme of ‘Climate and Health Nexus’ to examine the intersection between tuberculosis and climate change, specifically air quality. The webinar series will draw upon the current literature, expert knowledge and USAID experience, along with lessons and best practices from other regional and international TB projects. The TBIHSS, a five-year-old project, is designed to bring a dynamic and strategic approach to accelerate the fight to tuberculosis. It also aims at establishing health processes and systems that will help the Philippines reach its TB elimination targets by 2035.

Position Description:

The qualified Climate Change and Environment Advisor, with both national and international experience in climate change and the environment. They will provide technical and operational services for the webinar series. These webinars will be focused on:

· Webinar 1 Topic : Links between air quality (pollution) and TB – exploring the evidence base and the policy landscape

· Webinar 2 & 3 : To be informed by outcome of first webinar

The webinars will feature speakers representing USAID and its implementing partner, government, civil Society, and the private sector. First webinars will be held in conjunction with Earth Day (April 22,2022).FHI 360 and USAID/Philippines have collaborated with the consultancy to achieve the following goal during the First webinar:

  1. Consolidate the global evidence base linking TB/Lung Health and Air Pollution, while highlighting specific evidence from Asia Pacific and the Philippines;

  2. Identify key gaps and the need for further research/interventions across different relevant sectors to inform TB prevention strategies and interventions; and

  3. To reduce the negative effects of air quality on your lung health, use these best practices and policies.

Based on the results of the first webinar, the remaining webinar objectives will be determined. The position will be in metro Manila, where FHI360 has an office. We prefer to hire residents of the region.

Key Responsibilities/Scope of Work:

The Climate Change and Environment Advisor will be working under the supervision of FHI 360 Philippines Country Representative and Chief of Party of TBIHSS Project. The following are the key tasks for the first webinar:

Phase 1: Pre-webinar task [4 Days]

· Participate in FHI 360 and USAID/Philippines meetings on the Webinar.

· Preparation of content, materials, presentations aligned with aforesaid objectives.

· Contribute to webinar design, format, and agenda to achieve impactful outcomes.

Phase 2: During webinar task [1 Day]

· Moderate and act as resource person and panelist during the Webinar

Phase 3: Post webinar task [2 Day]

· Debrief, wrap up and event report on outcomes, recommendations, and proposals for follow-up action.

· Propose thematic focus of the successive webinars based on outcome of first webinar.

(Final Report shall not be submitted less than 2 weeks after the end of the webinar).

Total Working Days for the Consultancy for the first Webinar shall not exceed 7 days

Minimum Requirements:

  1. Education and experience

a. Advanced master’s degree in climate sciences, epidemiology, public health, public policy, international development, or related field.

b. Minimum of 5-8 years relevant experience in areas related to climate change, human health, and the environment.

c. A track record of experience in managing and planning multi-stakeholder groups such as workshops and webinars. It will be advantageous to have relevant experience in both the local and global regions.

d. Experience in the implementation of climate smart healthcare in developing nations in Asia Pacific is preferred.

e. Excellent communication and analytical writing skills.

f. Proven track-record of facilitating thematic and climate change workshops and consultancy experience.

g. Previous experience in the Philippines with the DOH, Government of the Philippines, academia, and donors will be an asset.

h. Intellectual curiosity about the intersection of environment and health, and promotion of an environmentally sustainable healthcare system.

i. Ability to work independently, flexibly, as well as being responsive to deadlines.

j. Ability to adapt to changing workplace conditions and multi-cultural contexts
