Environmental ministry’s draft proposals include mandatory green cover and dual pumping systems for big buildings

New Delhi: The Ministry of Environment, Forest and Climate Change (MOEFCC) has set a number of conditions for large buildings with an area of more than 5,000 square metres (approximately 53,800 sq. feet).

The ministry’s draft notification now states that plot owners must ensure there are trees on every two acres of land on which a large building is being built. This will ensure greenery on at least 10% of the land.

When enforcing the condition, we will also consider the existing trees on the property.

The completion certificate/occupancy certificate would be given subject to compliance of such norms.

Other norms

Other provisions include rainwater harvesting, purification and distribution of power.

Constructions are not allowed on land connected with wetland and/or reservoirs. Groundwater will not allow for construction. Rainwater harvesting would become mandatory in areas without groundwater recharge.

A minimum of 20% should have enough water recharge area so that water can seep through the soil. For this purpose, one can even have a paved space.

A dual pumping system must be in place to pump water for drinking, cooking, bathing, and for flushing the toilets. It is not recommended that drinking water be used for flushing the toilets.

Water treatment plants with an area greater than 5,000 square meters will be subject to separate regulations.

Diesel generators are only for emergencies

Another condition prohibits diesel generators from being used for any purpose other than to remove polluted waters or in emergency situations.

At the time of construction, power distribution companies should be connected regularly. The same power should also be used for regular connection.

To prevent dust from escaping from construction sites, dust screens should be placed at a height 3 meters. Protect trucks and other vehicles that transport construction materials to the site by covering them with plastic and tarpaulin.

The draft notification states that construction waste should not be disposed of in public places.

After receiving the public’s feedback, the draft notification can be finalized.
